The FICCI-Anarock report says Hyderabad GCCs have moved beyond IT-ITeS into BFSI, life sciences, semiconductors, engineering, healthcare and analytics. According to the Telangana Socio-Economic Outlook 2026 (as reported by Metro India), Hyderabad attracted 41 new GCCs in Jan-Nov 2025, 46% of India's additions. Telangana has no dedicated GCC policy in force yet: a GCC policy targeting frontier tech and Tier-2 towns (Warangal, Karimnagar, Nizamabad) is being drafted (Siasat/TOI, Sep 2026).

Telangana ICT Policy Framework 2016 (Incentives for Expansion of IT/ITES) general it-policy

As of October 2026, Telangana has not notified a GCC-specific policy. Press reports in September 2026 said a new GCC policy was still being drafted, with incentives reserved for frontier areas such as AI, semiconductors, space and quantum, and an aim to steer centres to Tier-II towns such as Warangal, Karimnagar, Nizamabad and Adilabad. No terms have been published. The IT, Electronics & Communications Department still lists the ICT Policy Framework 2016 and its "Incentives for Expansion of IT/ITES" document (April 2016) as its ICT policy and incentives. That document says it is in force for 5 years, so it may have lapsed, and no newer ICT policy is posted on it.telangana.gov.in or invest.telangana.gov.in. A third-party policy tracker (socialsystemslab.com) records a second ICT Policy 2021-26, launched 1 April 2021 with a 31 March 2026 end date and focused on export and job targets, but no separate incentive schedule for it was found. Treat the incentives below as indicative and confirm them with the ITE&C Department before modelling. The policy is not GCC-specific. A captive GCC can claim only under a general IT/ITES category, and the large Hyderabad-specific packages are case-by-case mega-project deals. Tier II means any town outside HMDA limits.

    Reimbursement of stamp duty, transfer duty and registration fee paid by IT/ITES companies on sale or lease deeds: 100% on the first transaction (shown in the fields) and 50% on the second. Not available for Mega Projects. No cap is stated.

    Recruitment assistance, Tier II: INR 20,000 one-time per new IT professional recruited from colleges in Telangana, for a unit that recruits at least 50 a year. Managed and paid through TASK (Telangana Academy for Skill and Knowledge). Mega projects get INR 10,000 per employee instead, with a minimum of 100 new IT/ITES hires a year.

In Tier II, it needs 2 years of operations and 75 employees, and must create 150 jobs and 25,000 sq ft per acre. Mega projects (above INR 200 crore investment or 1,000 jobs) get a tailor-made, Cabinet-approved package with no set rates.
