A GCC in Delhi NCR (Gurugram, Noida, Delhi)
Delhi NCR combines the Gurugram (Haryana) and Noida/Greater Noida (Uttar Pradesh) office markets with Delhi itself. Zinnov counts 490+ GCC units and about 10% of India's GCC talent here, in India's largest urban region (58.2 million people in the 2011 Census). It is India's best-connected air gateway, and since June 2026 has a second international airport at Jewar. Costs are high, especially in Gurugram, and Noida is the cheaper, fast-growing alternative.

IIT Delhi, DTU, NSUT and IIIT-Delhi, plus MDI and IIM Rohtak. 111 AICTE UG engineering institutions sit in the core commute districts, and Delhi alone produces about 3.2 lakh UG pass-outs a year. Scored at the same tier as Bengaluru, Hyderabad and Chennai.

Gurugram Grade A+ rents are at a premium (JLL notes a 32% Grade A+ premium) and salaries are Tier-1. Noida gives meaningful rent arbitrage, so NCR scores above Mumbai and Bengaluru (1) but below Hyderabad, Pune and Chennai (3).
State incentives
Two dedicated GCC policies apply: the Haryana GCC Policy 2026 (gazetted; CAPEX 50-75% by location tier, employment benefits for up to 10 years) for Gurugram, and the UP GCC Policy 2024 for Noida, which favours districts outside Gautam Buddha Nagar and Ghaziabad. Delhi NCT has none, and the best incentives skew away from the core hubs.
GCC momentum
490+ GCC units, GCCs taking 34% of Grade A+ leasing (2022-25), Noida GCC leasing of about 1 million sq ft in the first nine months of 2025, and new infrastructure (Jewar airport, RRTS) all point to growth. Zinnov says two-thirds of new GCCs still pick Bengaluru or Hyderabad, so this is not a 5.

JLL - Premiumisation is redefining office spaces in Delhi NCR · 2026-07-13Gurugram (Cyber City, Golf Course Road, Udyog Vihar, Manesar) is the larger and more expensive market. Noida/Greater Noida is cheaper and growing fast. Cushman & Wakefield (Dec 2025) put Noida office stock at 43.4 million sq ft (Q3 2025), with GCCs leasing about 1 million sq ft in the first nine months of 2025. The state policy is split by location: Gurugram falls under the Haryana GCC Policy 2026 (gazetted May 2026, with 50-75% CAPEX reimbursement tiered by location, per JLL, July 2026). Noida/Greater Noida/Ghaziabad fall under the Uttar Pradesh GCC Policy 2024 (cabinet approved May 2025, administered by Invest UP), which gives better terms outside Gautam Buddha Nagar and Ghaziabad. Delhi (NCT) has no GCC-specific policy.

Haryana Global Capability Centre (GCC) Policy 2026 in force
Haryana's Industries & Commerce Department notified a dedicated GCC policy as Notification No. 20/07/2026-4IB-1, published in the Haryana Government Gazette (Extraordinary) No. 81-2026/Ext. on 27 May 2026. The Council of Ministers approved it on 18 May 2026, and it is valid for five years or until a new policy or amendment replaces it. It covers captive GCCs, including BOT, JV and hybrid models, that serve only group entities. Units must start commercial operations on or after 1 January 2026 and employ at least 100 people with an ESI/PF number within three years. Support is tiered by location: Gurugram outside TOD zones, Gurugram TOD zones, and all other districts. It includes CAPEX and OPEX reimbursement, a local-employment subsidy, an HKRN EPF booster, internship stipend support and R&D centre grants. Panchkula and Hisar are named as Tier-II GCC hubs. All incentives under this policy, together with central incentives for the same project, are capped at 100% of FCI. A unit cannot also claim under another Haryana policy for the same project, except the MSME and Exports Policy on heads this policy does not cover.

The employee ceiling uses the highest eligible headcount in the first three years, in blocks of 100: a unit that exceeds a block by more than 50 moves up to the next block, so 151 counts as 200. Eligible employees are direct payroll or contract staff with ESI/PF numbers, employed continuously for at least one year. Staff relocated from the group's units outside Haryana also count.

Employment booster for recruitment through Haryana Kaushal Rozgar Nigam (HKRN): for Haryana-local employees recruited through HKRN, 100% reimbursement of the employer's statutory EPF contribution for 5 years, on top of the employment generation subsidy. Capped at 12% of basic salary plus DA and retaining allowance, with a maximum of INR 25,000 per employee per year. Job Readiness Programme: the State reimburses 50% of the stipend a unit pays to interns or apprentices. The cap is INR 15,000 per intern a month for at most six months, so up to INR 90,000 one-time per intern (shown in the fields).
